Availability of Taps

All of the District's authorized taps are issued and outstanding. Thus, the District has no taps for sale. A number of District taps are presently inactive and either unassigned to a particular piece of property or assigned to vacant land and not yet connected. From time to time, owners offer their inactive taps for sale. The District does not act as a broker for such taps. Pursuant to Statute, the District's tap owner and customer lists are not subject to public disclosure and, accordingly, the District does not divulge the names of inactive tap owners to inquiring parties. However, upon request of its owner, the District will make known to inquirers the availability of a tap for sale.

History of the District

Lookout Mountain Water District - Past, Present and Future

 

Who is the Lookout Mountain Water District?  LMWD is a Special District as governed by Title 32 of the Colorado Revised Statutes.  In terms of a system it is tap owners and property owners included in the District’s boundaries, the Board of Directors, and the contractors and consultants who provide operation and management.  Its assets include the rights to stored water within the reservoirs of the Beaver Brook Watershed, the treatment facility, and components of the distribution system, such as the tank, main pipeline, and meters.

            The District must comply with several regulatory agencies for administration including Jefferson County, Clear Creek County, Office of the State Engineer (Division of Water Resources), and the Division of Local Government of the State of Colorado.  For water quality, the District must comply with Colorado Department of Public Health and Environment, Jefferson County Department of Health and federal agencies.

            Our water source is surface water from the Lower Beaver Brook Reservoir, which is fed from the larger Upper Beaver Brook Reservoir of the Beaver Brook Watershed (sometimes referred to as the Golden Watershed).  The water is than measured, treated and tested at the LMWD Treatment Plant, pumped up to our million gallon storage tank, and then distributed to the majority of customers by gravity flows.  Our constant goal is to provide you with a safe and dependable supply of drinking water.  An Annual Drinking Water Quality Report is compiled each year and copies may be requested at any time.

ü      Advocate for the preservation of the watershed

 

 History

The Lookout Mountain Water District was organized on March 23, 1988.  Before that, the City of Golden supplied water to customers in the Lookout Mountain area, however the water was disinfected but not treated.  The Beaver Brook Water Consumers Association (BBWCA) worked for years to establish an entity that could provide reliable and safe water for residents.

1988    Bond Election (Successful) and LMWD is created

1988-1989   Treatment Plant and sludge facility built, portions of main are repaired

1990    Acquisition of five Farmers Highline Co. Shares (Water Rights)

1990-2003   Portions of the main line are improved or repaired, treatment facility is improved, inactive taps are placed in service

1992    Completion of Upper Beaver Brook dam and spillway

1993    Bonds refinanced

1995    Lookout Mountain Reservoir improved

2003    Bonds refinanced

 

Taps

Since the District was established in 1988, no taps have been sold from the District to the public.  In other words, the District has not expanded in terms of taps.  A number of taps were issued by the City of Golden, but were inactive at the time the District formed.  Over the years these taps are slowly being placed in service.  About thirty inactive taps remain unassigned, and about thirty inactive taps are assigned to property.

 

Future

The District faces a number of challenges.  First, we’ve found that drought is not only an inconvenience to our customers, but it is costly.  The District will need to plan for future droughts, which may include procuring additional sources of water.  Second, our main pipeline is aging, and some portions need to be replaced over the next ten years.  Third, we must continue to comply with more stringent state and federal regulations¸ which increases the cost of water.  Fourth, our cash reserves are low and do not leave room for much needed capital projects.  Our general obligation debt (bonds) will be paid in 2007.  We thank the District voters for their approval of an operating and capital improvement mill levy for 2005.

Fire Protection

The District operates both within Foothills Fire Protection District and Evergreen Fire Protection District.  Lookout Mountain Water District has entered into Fire Protection Water Supply Agreements (Intergovernmental Agreements) with both Fire Districts.  The District has about 75 hydrants within Foothills Fire Protection District and 5 hydrants within Evergreen Fire Protection District.
