NOTIFICATION OF SPECIAL MEETINGS FOR LOOKOUT MOUNTAIN WATER DISTRICT
March 19, 2013
1. The Board of Directors of the Lookout Mountain Water District hereby provides notice of a Special Meeting scheduled for Monday, March 25, 2013 at 9:30 a.m. at the Highland Rescue Team Station, 317 S. Lookout Mountain Road, Golden, Colorado.
The purpose of the Special Meeting is to plan for drought response and the scheduled Community Meeting (noted below).
2. The Board of Directors of the Lookout Mountain Water District hereby provides notice of a Special Meeting scheduled for Thursday, April 4, 2013 at 7:00 p.m. at the Mount Vernon Country Club, 24933 Clubhouse Circle, Golden, Colorado.
The purpose of the Special Meeting is to hold a Community Meeting as a call to action in response to the drought and will not be following the regular meeting agenda. Text of the notice below:
The Board of Directors urges all customers and residents to attend a community outreach meeting at 7 p.m. on April 4th at the Mount Vernon Country Club.
The primary topic will be conservation methods and other ways to survive the drought, together. We need everyone to get involved and actively conserve, our residential households, our community government buildings, their visitors, schools, small businesses and churches…. The secondary topic for the committee meetings and community meeting is the Expansion Project at the John Roscoe Reservoir at Upper Beaver Brook.
If you are unable to attend but are interested in the material covered, please contact us and we will provide handouts and/or other media as available. No reservations needed.

Lookout Mountain Water District has a serious water problem
Lookout Mountain Water District (LMWD) finished 2012 with a seriously depleted water reservoir. Despite the recent snows, our reservoirs are only about 67% full (174 acre-feet out of a total 257 acre-feet).
Much of the recent snow fall (which statewide has only about 50% of the long term average water content) will not be available to LMWD because of senior claims downstream in the Clear Creek basin. In essence, all the water that is physically available to LMWD customers as of this last week in February 2013 is 174 Acre-feet. LMWD customers typically use 200 acre-feet per year.
To compound this very limited water supply it is entirely possible we could experience something not before anticipated – two years in a row without ANY in priority water.” This means we could go the entire summer, fall and winter of 2013 relying only on the water we currently have in storage.
It is still touch and go this winter. We need to be prepared for very tight water restrictions and conservation and a total ban on outside watering.
LMWD is holding a community outreach meeting to discuss this serious water problem, at 7:00 pm on April 4th, 2013 at Mt. Vernon Country Club. However, this is not enough. Concerned water consumers need to step up and get involved. The district can only do so much from an enforcement and regulatory standpoint. Realistically, this is a community wide challenge and can only be dealt with by the water consuming community at large.
Join one of the two committees being formed. One is the drought action committee. The first meeting is Monday, March 4, 2013 – 7:00 pm at Highland Rescue Team Station on Lookout Mt. Road. The other is the high-use non-residential committee. Its first meeting is slated for Friday March 15, 2013 – 11:00 am to 1:00 pm at Mt. Vernon CC board room (rsvp required).

As of November, our main storage reservoir, Upper Beaver Brook, is well below it’s maximum capacity of 257 Acre-feet, as clearly shown in these pictures.
Conservation and reducing water loss is imperative as we enter the winter period.
In Colorado, a drought cycle is often serveral years long.

In response to drought conditions this season, water restrictions are still in place; outside watering is limited to no more than two days per week.
To enforce this restriction and in an effort to offset the costs of buying additional water, customers using more than 20,000 gallons per billing cycle will be subject to an Emergency Conservation Surcharge of $5.00 per each thousand gallon above 20,000.
Furthermore, 72 taps in “The Ridges at Lookout Mountain” have additonal protective covenants. No irrigation systems, lawns or swimming pools are permitted.
